Job Description

A new opportunity to set up the HR function is now open to Russian speaking candidates. The client is within the real estate development sector and committed to transforming communities through visionary and quality-driven projects in residential, commercial, and mixed-use spaces. As they continue their rapid growth, they are now seeking an experienced and proactive HR Manager to establish and lead the HR function from inception. In this pivotal role, you will be responsible for designing and executing a full-spectrum HR strategy that supports the company’s structure, culture, and operational needs.

Key Responsibilities

  • Build the HR function from the ground up, including overall strategies, policies, procedures, systems, and organizational frameworks.
  • Ensure full compliance with UAE Labour Law and legal regulations.
  • Maintain employee contracts, records, visa documentation, and other legal HR documents.
  • Lead labour relations, internal audits, and government correspondence.
  • Talent acquisition & leading recruitment efforts for all levels of seniorty and job design.
  • Design an effective onboarding process to ensure smooth integration of new employees.
  • Create employee development & performance review systems and KPIs.
  • Identify development needs and coordinate learning & development initiatives.
  • Design employee engagement programs and strengthen company culture.
  • Develop and manage competitive compensation policy, benefits packages, and payroll integration.
  • Act as a strategic partner to the CEO/COO and management team, providing guidance and HR support to managers on team performance and coaching.
  • Manage employee relations issues with sensitivity and professionalism.
  • Prepare regular HR reports and strategic insights for senior leadership.

Qualifications & Experience Required

  • Bachelor’s degree in Human Resources, Business Administration, or related field
  • 3–5 years’ professional HR experience within the UAE, ideally in real estate, or construction.
  • Hands-on experience in setting up HR functions.
  • Strong knowledge of UAE Labour Law and HR standards and best practices.
  • High level of independence, professionalism, and cultural awareness.
  • Excellent communication and leadership skills.
  • Fluency in English and Russian is essential.
