Senior Procurement Specialist
Job Description
The Senior Procurement Specialist – MDS owns the end-to-end procurement, contracting and lifecycle management of the market data services and financial information subscriptions used by the organisation's investment professionals, including Bloomberg, LSEG (Thomson Reuters / Refinitiv), FactSet, Nasdaq and similar platforms. The role safeguards business continuity for the investment teams by ensuring every subscription is correctly licensed, budgeted, approved and renewed on time, and that no contract auto-renews or lapses because a notice period was missed. The ideal candidate brings an accounting or finance background, a recognised procurement certification, strong knowledge of contract terms and smart use of AI tools, and is ready to deliver from day one. While MDS is the primary focus, the role also supports wider Procurement activities.
Key Responsibilities:
MDS Subscription Lifecycle and Inventory Management
- Manage the full lifecycle of market data and financial information subscriptions used by the investment teams (Bloomberg, LSEG / Thomson Reuters, FactSet, Nasdaq, MSCI, S&P Global and others): new requests, user additions, transfers, downgrades, cancellations and renewals.
- Maintain an accurate department-wise inventory of services, users, licence types, costs and contract dates, reconciled regularly with vendor invoices and entitlement reports.
- Keep the organisation's Financial Information Services List current and coordinate periodic reviews with departments and Executive Admins.
- Identify under-used, duplicated or overlapping licences and recommend consolidation, downgrade or cancellation.
Contract Terms, Renewals and Notice Periods
- Review and interpret order forms, subscription and data licence agreements and exchange policies before signature and at every renewal.
- Track start and end dates, auto-renewal clauses and termination notice periods, and act before each notice deadline so the organisation keeps the option to renegotiate, downgrade or exit.
- Run a forward renewal calendar (90 / 60 / 30 days before each notice date) and obtain departmental decisions to renew, amend or terminate in good time.
- Issue formal non-renewal or termination notices in line with contract terms and keep evidence on file.
- Challenge price uplifts, minimum terms, multi-year commitments, usage and redistribution rights and audit clauses; coordinate side agreements and amendments with the Contracts Team and Legal.
Sourcing, Negotiation and Vendor Management
- Lead sourcing and renewals for market data services in line with the Procurement Policy and Delegation of Authority, including RFQs, benchmarking and direct awards.
- Negotiate pricing, enterprise and multi-user arrangements and renewal terms; record and report savings.
- Act as the main commercial contact for MDS vendors and hold regular service and commercial reviews.
Systems, Budget and Invoice Control
- Act as business owner and power user of TRG Screen Optimize (contracts, inventory, spend, renewal alerts) and support rollout of the TRG Order Management module and its approval workflows.
- Ensure the MDS process in Oracle Fusion works end to end, including the direct TRG-to-Accounts Payable integration.
- Prepare the annual MDS budget with departments, allocate costs to the correct departmental budgets and validate invoices against contract terms before payment.
- Communicate vendor price-increase notices to departments promptly and obtain the required approvals.
Digital, AI and Continuous Improvement
- Use AI and analytics tools to track renewals, analyse usage and spend, summarise contract terms and prepare reports, while protecting confidential data.
- Produce regular dashboards on MDS spend, upcoming renewals, notice deadlines, utilisation and savings.
- Support wider Procurement activities and act as backup within the Sourcing team when required.

Requirements:
- 8–10 years of experience in procurement, contracts or vendor management, with strong preference for market data / financial information subscriptions in an investment, asset management or financial services environment.
- Bachelor's degree in Accounting, Finance, Business or a related discipline.
- Procurement certification required: CIPS, CPSM, CPP or equivalent.
- Proven hands-on experience managing renewals, notice periods and licence terms for platforms such as Bloomberg, LSEG, FactSet and Nasdaq.
- Experience with TRG Screen Optimize or similar MDS inventory tools, and with Oracle Fusion or another ERP / P2P system.
- Able to start the role from day one with minimal onboarding.
- Preferable (non-essential): an accounting or finance professional qualification (e.g. CPA, CMA, ACCA); Arabic – written and spoken is an advantage.
